CONSTITUTION OF PROGRESSIVES NEXT GENERATION INITIATIVE (PNGI INITIATIVE)


PREAMBLE

We, the members of the Progressives Next Generation Initiative (PNGI), united by our common belief in the vision of the All Progressives Congress (APC), and committed to promoting transparency in governance, equal opportunities, mutual coexistence, and support for democratic principles and public policy, do hereby adopt this Constitution to guide our structure, actions, and engagement with the Nigerian populace in bridging the gap between the government and the people.


ARTICLE 1: NAME

The name of the organization shall be Progressives Next Generation Initiative (PNGI).


ARTICLE 2: MOTTO

“Consolidating on the Next Generation.”


ARTICLE 3: AIMS AND OBJECTIVES

The objectives of the Initiative shall include:

  1. To mobilize grassroots support for the re-election and continued success of President Bola Ahmed Tinubu.
  2. To advocate for the expansion and sustainability of his policies and programmes.
  3. To enlighten and sensitize citizens on the achievements and vision of President Bola Ahmed Tinubu.
  4. To build a network of young professionals, students, artisans, and community leaders committed to progressive ideals.
  5. To organize political education programs, town halls, rallies, and media engagements that support the administration.
  6. To promote national unity, peace, and development in alignment with the Renewed Hope agenda.

ARTICLE 4: MEMBERSHIP

  1. Membership is open to all Nigerian citizens aged 18 and above who subscribe to the aims and objectives of the Initiative.
  2. Membership shall be free or subject to dues as determined by the National Executive Council (NEC).
  3. Members are expected to uphold discipline, loyalty, and commitment to the mission and vision of the Initiative.

ARTICLE 5: ORGANIZATIONAL STRUCTURE

National Executive Council (NEC):

  • Convener
  • National Chairman
  • Two Deputy National Chairmen (North & South)
  • Six Vice Chairmen (one per geo-political zone)
  • National Secretary
  • Assistant Secretary
  • Treasurer
  • Financial Secretary
  • Director of Media, Press and Publicity
  • Director of Legal and Ethics
  • Directorate of Diaspora Engagements
  • Director of Planning and Mobilization
  • Director of Women Affairs
  • Director of Technology, Data and Analysis
  • Directorate of Government and Legislative Liaison
  • Director of Youth Affairs and Intergenerational Engagements
  • Director of Strategy and Policy Development

State Chapters:

Each state chapter shall include:

  • State Director
  • Deputy State Director
  • Secretary
  • Director of Special Duties
  • Other officers as may be deemed necessary by the state leadership

Local Government and Ward Chapters:

To ensure grassroots involvement, each local government and ward shall replicate the structure of the State Chapter.


ARTICLE 6: FUNCTIONS OF OFFICERS

Convener

  • Articulates the overall vision, strategies, and objectives of the Initiative.
  • Mobilizes resources and coordinates group efforts across leadership levels.
  • Builds strategic alliances with political structures while maintaining constitutional integrity.
  • Mediates internal conflicts and ensures harmony and focus within the Initiative.
  • Oversees the Directorate of Technology, Data and Analysis and coordinates data operations including political data mining, polling, database management, and feedback mechanisms.

National Chairman

  • Provides overall leadership.
  • Presides over all official meetings.
  • Represents the Initiative at national and high-level forums.
  • Supervises all national operations and NEC activities.

Deputy National Chairmen (North & South)

  • Support the National Chairman in executing duties.
  • Act in the Chairman’s absence and provide regional leadership.

Vice Chairmen (One per Geo-Political Zone)

  • Provide zonal coordination and oversight.
  • Support state chapters within their respective zones.

National Secretary

  • Manages all administrative tasks and official records.

Assistant Secretary

  • Assists the Secretary in record-keeping and administrative duties.

Treasurer

  • Oversees the management of funds and banking operations.

Financial Secretary

  • Responsible for dues collection and financial documentation.

Director of Legal and Ethics

  • Manages all legal matters and ensures compliance with legal frameworks.
  • Represents the Initiative in legal matters and advises on ethical issues.

Directorate of Diaspora Engagements

  • Facilitates engagement with Nigerians in the diaspora.
  • Develops partnerships with international organizations and institutions.

Director of Media, Press and Publicity

  • Handles communication strategy, media relations, and public campaigns.

Director of Technology, Data and Analysis

  • Coordinates the Initiative’s data operations.
  • Ensures efficient data collection, mining, analysis, polling, surveys, and feedback systems.

Directorate of Government and Legislative Liaison

  • Serves as liaison between PNGI and government institutions.
  • Coordinates all interactions with the three arms of government (Executive, Legislative, Judiciary).

Director of Strategy and Policy Development

  • Develops policy frameworks, strategies, and research-based development initiatives.

Director of Planning and Mobilization

  • Leads mobilization efforts, event planning, and strategic outreach programs.

Director of Women Affairs

  • Leads women-focused initiatives and enhances women’s participation in the Initiative.

Director of Youth Affairs and Intergenerational Engagements

  • Coordinates youth programs and fosters intergenerational collaboration.

Director of Special Duties

  • Undertakes tasks and special assignments as directed by the National Chairman.

ARTICLE 7: MEETINGS

  1. National Meetings shall be held quarterly, or as deemed necessary by the NEC, and shall be convened by the National Secretary with the approval of the National Chairman.
  2. Emergency Meetings may be called by the National Chairman or at the request of two-thirds of NEC members.
  3. State and Local Meetings shall be conducted monthly or as determined by respective leadership bodies.

ARTICLE 8: FINANCE

The financial sources of the Initiative shall include:

  1. Voluntary donations from members.
  2. Fundraising campaigns and public support drives.
  3. Contributions from political allies and supporters.
  4. Grants or aid from organizations that align with the Initiative’s objectives.

All finances shall be banked, documented, and managed with full transparency and accountability.


ARTICLE 9: DISCIPLINE

  1. Members are expected to uphold the highest standards of integrity, loyalty, and discipline.
  2. Any member found to act against the interests or values of the Initiative may face disciplinary actions including warning, suspension, or expulsion, as determined by the NEC.

ARTICLE 10: AMENDMENT

This Constitution may be amended by a two-thirds majority vote of members present at a duly convened National General Meeting, provided that 14 days’ notice has been given.


ARTICLE 11: DISSOLUTION

In the event of the dissolution of the Initiative, all assets shall be donated to charitable organizations aligned with the mission of PNGI, as approved by the NEC.


ARTICLE 12: ENDORSEMENT

This Constitution was formally adopted by the Progressives Next Generation Initiative (PNGI) on this day, ___ August 2025, and shall remain binding on all members henceforth.
